Umpire Skills Matrix Guidelines

Purpose


The purpose of the Umpire Skills Matrix is its use as a tool for both umpires and their coaches to identify the relative strengths and weaknesses of a First-Class umpire. It is designed to be used collaboratively to aid continuous improvement of the umpire (and coach).


From the results achieved through the matrix the umpire and the coach can plan and prepare the training programs for the umpire to target specific weaknesses whilst maintaining their strengths.


The success of this tool will depend upon a genuine commitment to the working relationship between the umpire and the coach.


This tool should be used as a major component of the planning and review process the umpire does during his annual plan. The matrix should be used before the start of season to identify goals for the upcoming season and at the end of the season to demonstrate whether goals have been met and improvement measured.


Note: This tool is NOT designed for comparison against other umpires’ performances.


Scoring


Scoring each individual element shall be from 0 to 10. Do not use fractions.


The following shall be used a guide when applying a score for a First-Class Umpire.

Solid and meets minimum requirements for First-Class standards

Performs below average or below minimum First-Class standards

Unacceptable

Performance not acceptable for First-Class standards

No Assessment Possible


If no assessment is possible a score of 6 - Satisfactory, shall be used as the defaultscore.


Overall Score


As this tool is used to assess relative strengthsand weaknesses of an individual umpire, the overall score is not meant to be used to compare overall ratings with other umpires. It is meant to provide a benchmark for the individual umpire to measure their overall performance and better that score for the next assessment.


ICC does not recommend a base overall score as ‘par’ or ‘pass mark’.
